Cochin International Airport Limited (CIAL) is one of the most successful infrastructure ventures in the Civil Aviation History of India.  In the Civil Aviation Infrastructure domain, CIAL is the first Greenfield Airport in India to be designed on a Public Private Partnership (PPP) model and it has been a successful venture. Cochin International Airport has the 4th largest International and 7th largest Domestic passenger traffic in India.

Cochin International Airport has commissioned its new International Terminal with an area of over 15 lakh square feet to meet its ever growing passenger growth. The total passenger movements for the year 2016-17 has crossed 8.9 million of which 5 million are International passengers.

As part of commercialization of T3 SHA tenders are invited from eligible agencies for operating 04 retail shops under following  categories.


The scope of the Concession would broadly include designing, developing & setting up, operating, maintaining and managing the different outlets at each of the Locations in the Terminal and to perform the Services as per the terms and conditions of the Concession Agreement.

Period of License

License period will be for a period of 5 years.

Eligibility criteria for bidders

  (a)  Annual turnover of not less than INR 3 Crores for the respective categories, in any one of the last three financial years, and

  (b)  Manufacturer/ Retail business experience of not less than 2 year till date, in carrying on retail business activity in respective categories.

Business Model

License will be allotted to the bidder who quotes the highest monthly license fee to CIAL. The bidder shall pay the Minimum Guarantee quoted in their bid form for each shop or actual monthly turnover multiplied by revenue share percentage quoted, whichever is higher. The highest bidder will be given the option to select the outlets from the available options

List of categories to be included under Retail concessions are as follows,


1.       Women’s Foot wear

2.       Electronic Lifestyle products

3.       Neck tie & Scarf’s

4.       Writing Instruments/Pen Store

5.       Tea & Coffee

6.       Coconut Products

7.       Kids wear (Less than 12)

8.       Leg wear (leggings)

9.       Inner wear

10.    Stationary items

The bidders can propose any other category during the tender process, which can be included if CIAL deems fit.

Security Deposit

The successful bidders shall deposit with CIAL an Interest free refundable security (IFSD)deposit, which will be equivalent to 10 months minimum guaranteed monthly license fee offered to CIAL. 50% of the deposit shall be made as demand draft and other half as bank guarantee).

Billing Process

Real time Sale collection Software will be installed to the concessionaires POS systems to capture the sales data on a near real-time basis for timely and accurate reporting of sales date for calculating monthly revenue share percentage amount.
