 1.            INTRODUCTION

 1.1         Cochin International Airport Limited (CIAL), the first Greenfield airport under the public private partnership model, is one of the fastest growing airports in India. CIAL, with the 4th largest International passenger traffic in India has an annual passenger movement of around 10 million and aircraft movement of over 1200 aircrafts per week. CIAL has been able to provide the best operational equipments, facilities and infrastructure to both airlines and passengers.

2     TENDER CONCEPT/SCOPE

2.1         CIAL invites tenders for selection of two FOREX operators for the allotment of licence for operation of one FOREX Counter each at International Terminal Security hold area [T3] and Domestic arrival visitors area (T1) as mentioned below.

2.2         Both the location are different and the bidders have to quote separately for both the outlet. Highest bidder at each location will be awarded the contract for operating FOREX services in their respective locations. 

2.3         The successful bidders shall buy & sell Foreign & Indian currency from passengers. All rules related to FERA/FEMA / RBI /Customs rules & act will be applicable in both the locations. 

2.4         One space each in the following locations will be allotted to the successful bidders:

o   International Departure Security hold area (after Immigration & Customs)    

o   Domestic Arrival visitors (Meet & Greet) area    


2.4         While quoting the license fee for the space in International SHA, bidder should take into consideration that the International departure terminal (T3) will have minimum of 4 operators operating their forex counters.  

2.5     MINIMUM BID AMOUNT FOR MONTHLY LICENCE FEE 

International Departure SHA                        :         Rs 3 lakhs per month

Domestic Arrival Meet and Greet Area           :         Rs 30,000/- per month 

The bidder has to quote an amount equal or above the minimum bid amount to qualify for the bid. License will be awarded to the highest bidder in each location.

3     PERIOD OF LICENCE

3.1     The tenure of Licence will be for 4 (four) years.

3.2     The date of commencement of the Licence would be as mentioned by CIAL in its firm allotment letter.  

4        LOCATION & AREA

4.1      Air –conditioned space will be provided for the FOREX outlets. The details of the available locations are as given below:

5        ELIGIBILITY CRITERIA

5.1     Organization/Institutions who are included under Authorized Dealer Category- I/II by RBI are only eligible for participating in the tender process. The license should be valid as on date of submission of the tender. Tender document which doesn’t satisfy the eligibility criteria will be rejected.

6        MOBILIZATION TIME

6.1     The mobilization time would be 60 (Sixty) days from the date of provisional    allotment of the licence.

7        THE TENDERING PROCESS

7.1     The tender shall be accompanied by an Earnest Money Deposit (EMD) of Rs.5,00,000/- (Rupees Five lakh only), in the form of Demand Draft favouring “Cochin International Airport Limited” payable at Ernakulam/ Nedumbassery.  The tenders without Earnest Money Deposit shall be summarily rejected.

7.2     The tender shall be in a two envelope system. Tenders shall be submitted in two separate sealed covers (Cover 1 and Cover 2) as given below, superscribing the Cover No. as “TENDER FOR OPERATING FOREX COUNTERS IN THE INTERNATIONAL & DOMESTIC TERMINAL OF COCHIN INTERNATIONAL AIRPORT”, with the address of the accepting authority and address of the bidder clearly written / typed  on the cover.

a.    EMD in the form of Demand Draft

b.    Unconditional Acceptance Letter

c.    Details of Bidder (Annexure II)

d.    Documents to prove eligibility (Ref Clause 5.1)

Cover 2.  This cover must contain the following:-

e.    Financial quote in the prescribed Bid form (Annexure I)

a.    The tender document with all pages duly sealed & signed by the bidder.

7.3       The tender document will be issued on payment of Rs 1050/-(non refundable) by Cash/ demand draft favoring Cochin international Airport Ltd, payable at Ernakulam on any working day between 9.30 hours to 16.00 hours (IST) up to   3rd August 2018 from the Commercial department of Cochin International Airport.

8.       Interest Free Security Deposit

8.1   In the event of making provisional allotment, the successful bidders shall deposit with CIAL, an amount equivalent to ten times the monthly licence fee quoted as Interest free security deposit for the faithful performance of the terms and conditions of the Licence agreement to be entered into with CIAL. 50% of the amount shall be remitted in the form of Demand Draft favouring CIAL payable at Ernakulam and the balance 50% has to be remitted as Bank Guarantee in CIAL’s format valid for a period of 4 years and 3 months claim period. This will be retained with CIAL for the entire tenure of the licence. EMD shall be adjusted with the IFSD and the balance may be paid. The interest free security deposit (as mentioned above), shall be remitted within 20 days from the date of provisional allotment in the form of demand draft favoring “Cochin International Airport Ltd” payable at Ernakulam/ Nedumbassery.

9.       Payments to CIAL

9.1.1  The monthly licence fee quoted shall be remitted in advance on or   before the 10th day of each month. Interest @ 18% shall be levied on delayed payments.

9.1.2  The monthly licence fee quoted shall be subject to an annual compound escalation of 10% per year for each subsequent year of operation.

10.     Other security regulations

10.1   Licensee shall obtain necessary security clearance from the Bureau of Civil Aviation Security (BCAS) prior to commencement of the license, to operate in the International Departure SHA area. If such clearance is not obtained, then CIAL reserves the right to cancel the allotment.
