The new Air Cargo Centre at Cochin International Airport commissioned on 01st December 2000. It is the foremost cargo center in India having the single service provider concept. Existing facilities

   

1.Centre for Dry Cargo (CDC)

The center has an area of 50,000 sq ft, with dedicated space for handling and storage of Import and Export Cargo. It includes:

Export Facilities

·        Separate warehouse area allocated for storage facilities, inspection areas and two work stations for unitization with four delivery lines.

·        Strong room facilities for valuable and vulnerable cargo.

·        Dedicated storage area for the Dangerous Goods.

·        Hi-tech security system including Explosive Trace Detector (ETD).

·        CCTV with 24X7 recording facility installed at strategic areas monitored by the security personnel.

Import Facilities

·        The separate area allocated for warehouses and storage, inspection area for de-stuffing, including separate area for transshipment cargo storage.

·        Dedicated unaccompanied baggage handling and clearance area.

·        Strong room facilities   for valuable and vulnerable cargo

·        Dedicated storage area for the Dangerous Goods

·        CCTV with recording facility installed at all strategic areas which are 24X7 monitored by the security personnel.

·        Separate walk in coolers for the import perishable cargo

 2.Centre for Perishable Cargo

 A state of Art Centre for perishable cargo with an area of 25,000 Sq. Ft. for export -import of perishable cargo with all modern facilities in line with international standards. The entire facility is maintained at an ambient temperature of +18c. Cool rooms with three chambers of different temperatures range, each 15MT capacity are provided

The temperature-controlled area inside the center is earmarked as storage facilities, inspection areas and area of unitization.

3.Transshipment Cargo Facilities

A dedicated warehouse is allocated for the transshipment cargo. The Import as well as export cargo from the Customs warehouses in the   catchments areas as well as airports like Chennai and Bangalore, Coimbatore etc are handled and stored at this center for export from CIAL.

 

The import cargo from various airports like Mumbai, Chennai, Bangalore and other centers are transferred through RFS to our transshipment center and customs cleared at Cochin Airport.

The Customs bonded truck operators are doing the RFS for the various carriers for the to and fro transits of cargo through Cochin Airport.

4.DomesticCargo
We have a separate centre with an area of 20,000Sq. Ft for the handling and storage of the Domestic cargo. CIAL is the sole service provider at this centre, with concerned airlines looking after the customer services. We have strong room facilities for the storage of  Valuable cargo, including a separate area for handling the dangerous goods.

Procedures


Import/Export procedures for Cargo

Importers/exporters can use the cargo centre for exporting and importing various types of cargo

 

Import procedure

The import consignments can be cleared after getting the gate pass from CIAL with following documents

·        Delivery order from the Carrier

·        Cargo charges paid receipt

·        Customs out of charge certificate on the Bill of Entry/Baggage Declaration

Personal Baggage Clearance

The import section of Cargo centre shall be handling the unaccompanied baggage, this shall be de-stuffed and kept in our warehouse. After getting the intimation from /Carrier, the passenger/customer can clear the baggage, by submitting necessary documents to the customs by himself along with the passport.

 

Human Remains

Human Remains (International) are delivered direct, brought from the tarmac through Gate 1A to the legal owner (consignee in the airway bill issued by the carrier) or to his/her nominee and Human Remains (Domestic) are delivered through Domestic Cargo Gate. In case of nominee the authorization from the legal owner, must be in the legal format attested by a notary. The clearance of the Human Remains and its procedures/formalities shall be carried out by the concerned carrier in coordination with the Port Health office, Emigration and Customs. All the procedures/services are rendered at CIAL for Human Remains clearance free of Cost. Contact no of Terminal Manager is -0484-2610115 Extn. 2221

 

Export Procedure

 

The export consignments is cleared with following documents by CIAL

·        Carting order from the concerned airlines

·        Copies of Cargo charges online payment receipt (TSP and other charges if any) and airwaybill

·        Shipping Bill with Let Export order from customs


Transshipment Services

The transshipment of cargo to and from this centre is provided by the concerned carriers by the RFS service. The concerned airlines / carriers will arrange necessary procedures/documentation for the transshipment of Cargo in association with bonded truckoperator.

Circular- Issue of new Cargo Entry Permit for Air Cargo Complex

  1. The Entry Permits ( CEP) to Air Cargo Complex in different colors are as follows:

Green Color: For Customs House Agents /Courier Agents
Pink Color:  For IATA Agents, Forwarders, and Console Agents.
Yellow Color:  For AMC workers.
White Color: For Domestic ACC

  1. The application format for applying for the CEP is attached herewith. Click Here to download.
  2. A Demand draft of Rs..500.00 + applicable GST in favor of Cochin International Airport Ltd payable at Federal Bank, Nedumbassery shall be kept along with the application as the fees for CEP.
  3. The applicant must attend the security class conducted by our Security Department and shall submit a copy of the certificate issued by the Security Department along with the application form.
  4. The completed application form in all respects is to be submitted to the DGM, Cargo along with a request letter of the Company in letter head, attested copy of the PCC from the Superintendent of Police or Commissioner of Police of the applicant’s domicile, copy of the appointment order (for new CEP), copy of the CHA license, copy of the IATA registration, copy of the Courier registration, copy of the valid photo ID proof , DD in favor of CIAL and two numbers of stamp size photos may be attached with the application form.
  5. AMC personnel may submit the application certified by the concerned engineer /In – charge of CIAL along with all other documents.
  6. In the absence of Customs PIC in case of CHA’s, the application for the CEP should be supported by endorsement from Dy. Commissioner /Asst. Commissioner of Customs, Air Cargo Complex, CIAL for the issue of CEP.
  7. All CHAs and IATA Agencies may submit the names, addresses and specimen signatures, of authorized person who is competent to recommend and forward CEP applications to DGM, Cargo on behalf of the company. The non-availability of the specimen signature of the authorized person may result in rejection of the CEP application.
  8. Request for daily pass may contain a declaration stating that the Bonafede of the beneficiaries stands guaranteed by the applicant.
  9.  All CEP holders / daily pass holders shall be working in the Air Cargo Complex subject to Regulations and Rules framed by the Bureau of Civil Aviation Security & the Customs Department and CIAL.
  10. CIAL reserves the right to cancel at any time and may refuse to issue the pass further, if the holder is found indulging/ involving in any activities against the interest of the CIAL management and Statutory Authorities and on written request from their Company. CIAL reserves the right to seek more details/documents other than mentioned above for clarifications.
  11. CEPs will be issued only for genuine business in the Air Cargo Complex after ascertaining the credentials of the agencies concerned based on requirement.
  12. The CIAL reserves the right to decide the number of CEPs an applicant organization can avail for entry into the Air Cargo Complex premises.
  13. For renewal of a CEP the application with attached relevant documents as mentioned above may be submitted well in advance and CEP shall be obtained before expiry of the validity of present CEP. No stop gap pass arrangements shall be made from the ACC.

(a) The free period for export cargo shall be 48 hours for examination/processing by the shippers/airlines.

(b) Consignments of human (HUM) remains coffin including unaccompanied baggage of deceased and human eyes are exempted from the purview of TSP & Demurrage Charges.

(e) Charges will be levied on the “gross weight” or the “chargeable weight “of the consignment, whichever is higher. Wherever the " gross weight " and (or)            " volume weight " is wrongly indicated on the Airway Bill and is found more, charges will be levied on the " actual gross weight " or   " actual volumetric weight ", whichever is higher.

(f) For mis-declaration of weight above 2% and up to 5% of declared weight penal charges @ double the applicable TSP charges will be levied. For variation above 5%, the penal charges will be leviable @ five (5) times the applicable TSP charges of the differential weight.

(g) GST/applicable taxes shall be collected wherever applicable

Free storage period for import cargo shall be 48 hours from the time of completion of segregation. For the next two days (48hrs), demurrage will be charged at "per kg; per day" non-cumulative basis, provided the consignment is cleared within four (4) days from the time of completion of segregation. If clearance is affected after 4 days demurrage will accrue for the entire period from the time of completion of segregation, for all types of cargo as follows:
