1.                         INTRODUCTION

 

1.1     Cochin International Airport limited (CIAL), the first Greenfield airport in India under the public private partnership model is one of the fastest growing airports. CIAL having the 4th largest international passenger traffic in India has annually over 8.7 million passenger movement and a current aircraft movement of over 500 aircrafts per week. CIAL has been able to provide the best operational equipment, facilities and infrastructure to both airlines and passengers.

 

1.2     Tenders are invited on behalf of the Cochin International Airport Limited (CIAL) for the licence for operating a Restaurant in the city side area of Cochin International Airport Nedumbassery Ernakulam, District Kerala.

 

2.           LICENCE DETAILS

3.1     Purview of Licence

2.1.1   Licence hereinafter in the tender document means, “The contract awarded for operating a Restaurant in the city side area (pre-approved location) at Cochin International Airport which will serve the passengers, airport users and employees working in Airport.” Location of the Restaurant will be inside the New International car parking area measuring approximately 850 Sqm area including Seating & Kitchen

 3.2     Period of Licence & Location

 3.2.1  The tenure of Licence will be for 3 (Three) years.

 3.2.2  The date of commencement of the Licence would be as mentioned by CIAL in its firm allotment letter.

 

 3.3     Eligibility criteria

3.3.1 Interested agencies operating a restaurant/food court catering to a minimum of 200 persons daily in a reputed organization or reputed hotels/ food outlets, who have past experience of not less than 3 years;

                                                          And

Turnover of not less than Rs.1.5 Crore in any one of the preceding 3 years.


3.3.2  Should posses a minimum of Three years experience in the field, with VAT registration and PAN.

3.3.3  Should be registered with ESIC and PF (Proof to be submitted).

                 

 3.4    Mobilization Time

 

3.4.1  The mobilization time is tentatively kept at 30 (thirty) days from the date of provisional allotment. However, CIAL will issue a formal letter indicating the actual commencement date. 


3.           THE TENDERING PROCESS

3.1        The tender documents shall be issued from the office of Dy. General. Manager (Commercial) on payment of Rs. 2100/-, towards cost of Tender Documents in cash or by Demand Draft favouring CIAL payable at Ernakulam / Nedumbassery till 22nd March 2017.  The bidder participating in the tender is deemed to have done an independent evaluation of the busi­ness potential and CIAL does not make any assurances whatsoever regarding the business potential.

3.2        The tender shall be accompanied by an Earnest Money Deposit (EMD) of Rs.500000/- (Rupees Five Lakhs only), in the form of Demand Draft favouring “Cochin International Airport Limited” payable at Ernakulam/ Nedumbassery.  The tenders without Earnest Money Deposit shall be summarily rejected.

3.3        The tender shall be in a two envelopes system. Tenders shall be submitted in two separate sealed covers (Cover 1 and Cover 2) as given below, super scribing the main cover as " Tender for Operat­ing Restaurant in the city side area of Cochin International Airport”, with the address of the accepting authority and address of the bidder clearly written / typed on the cover.

Cover 1.  Should contain the following documents

 

a)      EMD in the form of Demand Draft

b)     Unconditional Acceptance Letter

c)      Profile & details of bidder (Annexure 1).

d)     Details of experience in the relevant field with proof of experience.

e)      Audited Balance sheet and Profit & Loss account for the last Three years.

f)       Franchisee certificates wherever relevant.

g)      Registration with statutory authorities/service tax registration /VAT registration

h)      PAN , ESIC and PF details

i)       Undertaking letter mentioning that the bidder will be investing at least 20-25 lakhs in the facility with the list of new equipment/Investment to be made in the Kitchen & Restaurant.

Cover 2.  This cover must contain the following:-

i.        Financial quote in the prescribed Bid form  (annexure III)

ii.      The tender document with all pages duly sealed & signed by the bidder.

3.4        Tenders have to be submitted on or before 1500 hrs on 23rd March 2017 and tenders will be opened at 1530 hrs on the same day.

 

 4.       Interest Free Security Deposit

4.1     In the event of making provisional allotment, the successful bidder shall deposit with CIAL, an amount equivalent Rs 5 Lakhs as interest free security deposit for the faithful performance of the terms and conditions of the License agreement to be entered into with CIAL. The interest free security deposit (as mentioned above), shall be remitted within 20 days from the date of provisional allotment in the form of demand draft favoring ’Cochin International Airport Ltd’ payable at Ernakulam/ Nedumbassery.

 

 5.         Payments to CIAL

5.1     The successful bidder shall pay a fixed monthly license fee as specified by CIAL. The monthly License fee is fixed as Rs 60000/- (Sixty thousand). The monthly license fee shall be remitted in advance on or before the 10th day of each month.

 

5.2     The Successful bidder shall pay the fixed monthly license fee plus Service tax/GST. CIAL shall specify the rates applicable for 20 items for the general public in the restaurant in the tender document. The license for operating restaurant will be allotted to the bidder who offers maximum discount, in rate for the 20 items listed below. This discounted rate will be applicable for all pass holders working in CIAL, prepaid drivers, security agencies, Commercial Concessionaires including car parking staff & Retail outlets, or any agency intimated by CIAL from time to time. Weighted average method will be used for identifying the successful bidder for which weightage factor is mentioned in the financial bid document. The bidder has to quote only the unit rate for each item in the financial bid document.

 

5.3       The successful bidder can charge the specified public rate for the 20 items to all passengers, meeters, greeters etc (other than people working in Airport). The rate of other items not included in the 20 items can be fixed by the successful bidder and charged accordingly.

 

5.4       5 % Escalation in the rate will be given for the 20 items with the written permission of CIAL after every year of operation. This will be rounded off to the nearest one rupee.

5.5     The successful bidder has to ensure that the above 20 item are available always to all customers at respective time at applicable rates.  Non availability of products will be fined at Rs 1000/- per instance.

 6.       Furniture and Fixtures

6.1           CIAL shall provide tables, chairs, bathroom/wash facilities. The operator shall provide the kitchen equipment and operate the facility with his own manpower. Water, electricity and gas shall be to the cost of the successful bidder. Day to day maintenance and housing keeping will be at Successful bidder’s cost.

6.2        As this being a new restaurant facility, CIAL intends to have only new equipment’s, cutlery and kitchen utensils & furniture for the facility. The successful bidder has to make fresh/new investment of at least 20 -25 lakhs in the kitchen including, Hood work, piping, billing counters, snack counters, Chillers, fridge, freezer units, Baine marie, Kitchen table, serving tables, all types of burners,  Oven, Grinder, mixer, Thali plates, Spoon/forks, meal plates, water glass, service trays , electrical and plumbing works etc. No old equipment/ furniture will be permitted inside the kitchen.

6.3           CIAL shall provide all requirements for the general seating area including light fittings, fans, etc.  The successful bidder shall provide all requirements for the kitchen area including electrical fittings, kitchen equipment, exhaust systems etc. For the kitchen area, CIAL shall provide a single point for electric power and also a single point for water connection.   Electrical and water connectivity from the single points shall be the responsibility of the successful bidder. 

6.4           The seating area has been divided into 2 parts. CIAL at its discretion may use one area exclusively for the use of CIAL employees. The successful bidder has to put sufficient manpower to cater to this area separately. The other area will be used by all other agencies working in airport and also passengers.
