1.1 Cochin International Airport Limited (CIAL), the first Greenfield airport under the public private partnership model, is one of the fastest growing airports in India. CIAL has the 4th largest International passenger traffic in India and has over 10 million passenger movements per annum and aircraft movement is over 1200 aircrafts per week. CIAL has been able to provide the best operational equipments, facilities and infrastructure to both airlines and passengers.
2. TENDER CONCEPT
2.1 CIAL invites tenders to operate & manage a Mishandled baggage Warehouse for the Airlines operating at CIAL. The successful bidder will be allotted a designated space inside the airport for operating their warehouse in coordination with customs and other agencies.
2.2 The Successful bidder may offer transportation options to the Airlines. However each Airline will be free to choose or make their own arrangements for their respective mishandled baggage. It is not compulsory for airlines to use the facilities offered by the successful bidder for transportation. Detail scope is attached as annexure IV
3. PERIOD OF LICENCE
3.1 The period of license will be for a period of 3 years extendable by one year if the AOCC & CIAL feels the service is acceptable.
3.2 The date of commencement of the license would be as mentioned by CIAL in its firm allotment letter.
4. LOCATION & AREA
4.1 International Terminal – Area measuring 77.5 Sqm in the arrival Belt area
Domestic Terminal - Area measuring 25 Sqm in the arrival Belt area
5. MOBILIZATION TIME
5.1 The mobilization time would be 30(Thirty) days from the date of provisional allotment of the license.
6. ELIGIBILITY CRITERIA
6.1. Tender may be submitted by the Bidder, provided the bidder meets the following eligibility criteria:
Any Agency with experience in Mishandled baggage handling at any airport in India or any agency that has/had BCAS clearance providing Ground Handling Services or manpower supply services for GH agencies/Airlines will be eligible to participate in this tender. MHB handling will include contracts for mishandled baggage delivery where the agency ties up with airlines directly also.
7. THE TENDERING PROCESS
7.1 The tender shall be accompanied by an Earnest Money Deposit (EMD) of Rs.1,00,000/- (Rupees One lakh only), in the form of Demand Draft favouring “Cochin International Airport Limited” payable at Ernakulam/ Nedumbassery. The tenders without Earnest Money Deposit shall be summarily rejected.
7.2 The tender shall be in a two envelope system. Tenders shall be submitted in two separate sealed covers (Cover 1 and Cover 2) as given below, superscribing the Cover No. as " Tender for operation management of Mishandled baggage Warehouse at Cochin International Airport”, with the address of the accepting authority and address of the bidder clearly written / typed on the cover.

· PAN & GST registration copy
· All documents to prove eligibility [Ref Clause 6.1]
Cover 2. This cover must contain the following:-
· Financial quote in the prescribed Bid form (Annexure -III).
· The tender document with all pages & annexures duly sealed & signed by the bidder.
7.3 The tender document will be issued on payment of Rs 1050/-(nonrefundable) by Cash/ demand draft favoring Cochin international Airport Ltd, Payable at Ernakulam on any working day between 0930 hours to 1600 hours (IST) up to 5th June 2018 from the commercial department of Cochin International Airport.
8. THE AWARD PROCESS
8.1 License fee & Selection Criteria
8.1.1 The Successful bidder shall pay as license fee as a percentage of all charges billed on MHB facility including that billed on transportation if provided by the Successful bidder. The warehouse rates shall be as specified in the SOP attached as Annexure IV.
8.1.2 The minimum bid revenue share percentage fixed for the license is 10%. The bidders need to quote above or equal to qualify for the bid. License will be awarded to the agency who bids the highest monthly revenue share percentage to CIAL.
8.1.3 The quote is to be indicated in the Financial Bid form attached.
8.2 Interest Free Security Deposit
8.3.1 In the event of making provisional allotment, the successful bidder shall deposit with CIAL, an amount equivalent to Rs 10 lakhs as interest free security deposit in the form of Bank Guarantee for the faithful performance of the terms and conditions of the License agreement to be entered into with CIAL. However the deposit amount will need to be augmented to ensure that average 6 months license fee is remitted with CIAL as security deposit during the entire license period
