TENDER NOTICE

Sealed tenders are invited from original equipment manufacturers (OEM)/authorized dealersof Emergency crash foam tender on behalf of Cochin International Airport Ltd (CIAL) for supply, testing, commissioning and handing over of Emergency Crash Foam Tender at Cochin International Airport Limited.

Period of Completion:  12 months.

Estimated Cost: 900 Lakhs

PRE-QUALIFICATION CRITERIA

    1. The tenderer should have a minimum of 10 years of experience in manufacturing crash fire tenders (with min. 10,000 L water tank capacity) as of December 2024.

Document to be submitted -

A single satisfactory completion report / Purchase order copy / Email from airports confirming the supply of CFT with 10,000 L water capacity on or before 2014 must be provided.

    1. The tenderer should have supplied at least one similar vehicle trailer tank with a water capacity exceeding 30,000 liters in the immediate last 7 years.

Document to be submitted -

To substantiate this, a single purchase order copy or a reference list demonstrating the company’s capability in supplying similar equipment must be submitted.

OR

The tenderer should have supplied at least one crash fire tender with 10,000 L water capacity in the immediate last 5 years.

Document to be submitted -

To substantiate this, a single purchase order copy from International airport or a reference list demonstrating the company’s capability in supplying similar equipment must be submitted.

    1. The tenderer should have an annual turnover of Rs 7 Crores in the last three financial years. The audited financial statement for the preceding three years showing the company's turnover shall be submitted as proof of Tenderer's financial performance.
    1. The tenderer shall provide a satisfactory report from CIAL if they have previously supplied goods or items to CIAL. The report should include details of the previous supply, including the nature of the goods/items, quantity supplied, delivery dates, and any relevant performance information.
    1. The bidder should not have been blacklisted either by the CIAL or any of the reputed organizations.

Self-declaration by the bidder to be submitted.

    1. If an authorized dealer is participating in the tender, it is mandatory to provide an undertaking form from the original equipment manufacturer as confirmation of their affiliation. The tenderer must hold the status of an authorized dealer for a reputed and established original equipment manufacturer (OEM), which meets the stipulated experience criteria. The responsibility for resolving any disputes shall rest with either the parent organization or the original equipment manufacturer. Not more than one authorized dealer is allowed to participate in the tender.

Note: -

  1. All pre-qualification criteria should be met by the Original Equipment Manufacturer (OEM)/Authorized dealers itself and not through any partner, joint venture, principal, subsidiary etc.
  2. Not more than one tender shall be submitted by a Contractor or by firm of Contractors.
  3. No two or more concerns in which an individual is interested as proprietor and/or partner shall tender for the execution of the same works. If they do so all such tenders shall be liable to be rejected.

Cochin International Airport Limited reserves the right to change the qualifying criteria at their discretion and to accept or reject any or all tenders without assigning any reason thereof.

Technical overview:

Technical overview of the EMERGENCY CRASH FOAM TENDER is as given below. Detailed technical specifications will be a part of the tender document.

 

General

It shall include a built-in water pump and a roof-mounted turret along with foam compound which shall serve as an auxiliary firefighting vehicle

The unit shall be driven by a Volvo FH 16 chassis with a minimum 35,000-liter stainless steel water tank, 5000-liter foam tank and a multi stage water pump

CHASSIS

 

The chassis selected shall be a brand new 17-litre Volvo engine which can handle the toughest transport trailer with ease while ensuring outstanding speed and fuel efficiency. The engine shall provide 780 Hp and 3800 Nm of torque, shall provide descent fuel economy and durability, and shall be capable for continuous high-speed driving with heavy loads

 

TRAILER

The model shall be a 3-axle semi-trailer. The jacking system shall consist of two adjustable, winch-operated sustainers with large support plates made of high tensile steel.

WATER TANK

The water tank shall be elliptical in shape and mounted completely torsion-free, a rated usable capacity of 35,000 liters. The design shall be suitable for the roughest cross-country operation

 

FOAM COMPOUND TANK

 

Foam tank shall have capacity of not less than 5000 litres (Two separate 2500 L tank with valve for interconnection) and shall be made of stainless steel tank or GRP to avoid reaction with foam. 

 

PUMP

 

The pump used shall be a centrifugal pump of an internationally reputed brand to deliver the required capacity of 6000 LPM at 10 bar and must be widely used in Aircraft Rescue and Firefighting vehicles (ARFFs) worldwide over the past 5 years.

FOAM PROPORTIONING SYSTEM

 

Foam proportioning system shall be installed for selecting 3%, 4%  and 6%. Foam proportioning system shall meet the requirements of AFFF ICAO level B and level C type of foam compounds.

CABIN

The cabin shall come with one fully air suspended driver seat, Co-driver seat. All seats shall be equipped with a three-point safety seat belt.

ROOF TURRET

 

A turret shall be mounted on the rooftop of the trailer so that it can be operated from driver’s cabin.  The turret shall be equipped for foam and water operation

*For getting tender documents by post in India Rs.500/- to be added and Rs.2000/- for abroad. (Prequalified means those who are found suitable after scrutiny of applications.)

Interested agencies shall have to submit their application forms along with necessary prequalification documents mentioned in the eligibility criteria in the office of the Managing Director, Cochin International Airport Ltd., Kochi Airport P O, pin: 683 111, on or before the date mentioned above.

Tender forms shall be issued to those agencies which are found eligible after the scrutiny of their application and the receipt of tender fee. CIAL reserves the right to change the qualifying criteria at their discretion and to accept or reject the tenders without assigning any reason thereof. The tenders which are not accompanied by the EMD shall be summarily rejected.
