    TENDER NOTICE

     

    Sealed tenders are invited from original equipment manufacturer (OEM) of PRESSURE FED FUEL FIRE FIGHTING TRAINING SIMULATOR or their authorized dealers / an individual is interested as Proprietor and/or Partner successfully executed structural work of sheet metal work for Furnaces/Boilers/Pressure Vessels/API-ASEME with his associates successfully executed associated with an LPG/CNG/PNG gas line with burner, firing automation and Gas detection system installer company/agency experienced in pressure fed fuel firefighting simulator.

    Name of work: DESIGN, INSTALLATION, TESTING, COMMISSIONING AND HANDING OVER OF PRESSURE FED FUEL FIRE FIGHTING TRAINING SIMULATOR at Cochin International Airport Limited

    Estimated Cost: Rs 640 Lakhs.

    Period of Completion:  09 months.

    PRE-QUALIFICATION CRITERIA

    1. Valid PF & ESI registration certificate

    3. 2.1. In case the bidder is an Original equipment manufacturer/ their authorized dealer of PRESSURE FED FUEL FIRE FIGHTING SIMULATOR.

    The bidder should have satisfactorily executed at least one PRESSURE FED FUEL FIRE FIGHTING TRAINING SIMULATOR in aviation training facility of value not less than INR.5.12 crores in the last 10 years ending previous day of the last date of submission of bids.

    Documents to be submitted: Satisfactory completion certificate and work order or any relevant document showing the complete specification, work value of executed PRESSURE FED FUEL FIRE FIGHTING TRAINING SIMULATOR from end user with authority sign, Official Mail id, contact number, etc...

    1. 2.2. In case a principal bidder is associated with an LPG/CNG gas line with burner, firing automation and Gas detection system installer company/agency experienced in pressure fed fuel firefighting simulator.
    2. The principal bidder should have commenced and completed at least one work of sheet metal work for Furnaces/Boilers/Pressure Vessels/API-ASEME Vessels etc in a single contract of value not less than 3.2 crores during the last 10 years ending previous day of the last date of submission of bids.

    OR

    The principal bidder should have commenced and completed at least two works of sheet metal work for Furnaces/Boilers/Pressure Vessels/API-ASEME Vessels etc in a single contract of value not less than 2.4 crores during the last 10 years ending previous day of the last date of submission of bids.

    1. The associated bidder should have commenced and completed at least one work of LPG/CNG/PNG gas line with burner, firing automation and Gas detection system work to any industries in single contract of value not less than 1.92 crores during the last 10 years ending previous day of the last date of submission of bids.

    OR

    The associated bidder should have commenced and completed at least two works of LPG/CNG/PNG gas line with burner, firing automation and Gas detection system work to any industries in single contract of value not less than 1.44 crores during the last 10 years ending previous day of the last date of submission of bids.

    Documents to be submitted:

    (A satisfactory completion certificate from the client shall be produced for the work (The associate bidder shall also submit a copy of the Purchase Order (PO) for the work related to the pressure-fed firefighting simulator). The certificate shall clearly indicate the components of the project, the date of start of work and the completion date of the work. In case the work is executed for Private Clients, a copy of the work order, list of major components of work with their value, TDS certificate for all payments received from and copy of the final/last bill paid by the client shall be submitted. No documents other than the above-mentioned could be considered as documentary proof of work experience)

    1. The principal bidder should have Annual turnover of Rs. 7 Crore or more during any one of the 03 preceding years ending on 31.03.2024

    Documents to be submitted: audited balance sheets showing turnover, profit and loss account of the firm for the preceding 03 years only shall be permitted to tender.

    1. The bidder should not have been blacklisted either by the CIAL or any of the reputed organizations.

    Documents to be submitted: Self-declaration by the bidder of the same shall be submitted.

    1. If an authorized dealer is participating in the tender, it is mandatory to provide an undertaking form from the original equipment manufacturer as confirmation of their affiliation. The tenderer must hold the status of an authorized dealer for a reputed and established original equipment manufacturer (OEM), which meets the stipulated experience criteria. The responsibility for resolving any disputes shall rest with either the parent organization or the original equipment manufacturer. Not more than one authorized dealer is allowed to participate in the tender.

    Documents to be submitted: Undertaking from OEM authorizing the dealer to participate in the tender process.

    Note: -

        • All pre-qualification criteria should be met by the Original Equipment Manufacturer (OEM)/ Authorized dealer of Pressure fed Firefighting equipment’s/ individual is interested as Proprietor as a principal bidder and his associate.
        • Not more than one tender shall be submitted by a Contractor or by firm of Contractors.

    Cochin International Airport Limited reserves the right to change the qualifying criteria at their discretion and to accept or reject any or all tenders without assigning any reason thereof.

    Technical overview:

    Technical overview of the PRESSURE FED FUEL FIRE FIGHTING TRAINING SIMULATOR is as given below. Detailed technical specifications will be a part of the tender document.

    Pressure Fed Fuel Fire

    Fighting System

    Designed to simulate aircraft fire caused by Engine fire, Undercarriage fire, Fire Spill Tray using LPG and to carry out rescue operation training.

    Design and Construction of PFFF system

    i.   The proposed system consists of a Airbus A320 fuselage with only single wing on one side and the engine framework erected on the wing. The further details are as follows:

     

    1. Aircraft mock-up model – A320
    2. Material for Mock-up construction– ASTM A588 Grade A (Corten Steel), adhering to IS 11587.
    3. Material thickness – 8mm
    4. Fuselage length – 15.75m
    5. Fuselage diameter – 3.93m
    6. Engine framework diameter – 2.23m
    7. Wingspan length – 10m
    8. Ground clearance (between fuselage and ground) – 1.91m

     

    1. Provisions for 3 Fire Points shall be made at engine, undercarriage and spill fire tray respectively.
    2. Should obtain considerable flame throw at each fire points during the simulation, as follows:
      1. Engine fire, both forward and backward – minimum of 6 feet, adjustable from 1 foot to 6 feet.
      2. Undercarriage – 3 feet – 01 No
      3. Spill Fire Tray – 3 feet – 01 No

    *For getting tender documents by post in India Rs.500/- to be added and Rs.2000/- for abroad. (Prequalified means those who are found suitable after scrutiny of applications.)

    Interested agencies shall have to submit their application forms along with necessary prequalification documents mentioned in the eligibility criteria in the office of the Managing Director, Cochin International Airport Ltd., Kochi Airport P O, pin: 683 111, on or before the date mentioned above.

    Tender forms shall be issued to those agencies which are found eligible after the scrutiny of their application and the receipt of tender fee. CIAL reserves the right to change the qualifying criteria at their discretion and to accept or reject the tenders without assigning any reason thereof. The tenders which are not accompanied by the EMD shall be summarily rejected.
