DETAILED TENDER NOTICE

COCHIN INTERNATIONAL AIRPORT LIMITED

E-tenders are invited from reputed Design & Detailed Engineering and Project Management Consultancy firms with a proven track record in providing high quality professional services to an airport for the work mentioned below at Cochin International Airport, Nedumbassery.

Name of Work: Design & Detailed Engineering and Project Management Consultant for expansion of existing Terminal 1 and Associated Projects at Cochin International Airport

Brief scope of work: The scope of consultancy services covers the Design & Detailed Engineering and Project Management Consultant services for expansion of existing Terminal 1 and Associated Projects at Cochin International Airport, Nedumbassery as listed below:

Conceptual master planning for Terminal T1 and associated works (land use plans)
Expansion of Domestic Terminal T1 and associated works
Associated airside works
Airside connectivity between Terminal 1 and Terminal 3

Detailed scope of work along with deliverables are given in Annexure 1 of this RFP.

Period of Contract: 40 months + Defect Liability Period as per respective work contracts

Earnest Money Deposit: Rs. 20,00,000/- (through online payment)

Cost of Tender Document: Rs. 25,000 + GST

Eligibility Criteria: A Bidder may be either: i) a private or public limited company incorporated in India; or ii) a consortium of maximum of five such companies (“Consortium”). Sub-contracting of services is allowed only in case of sole bidder. Notwithstanding the foregoing, sub-contracting shall be strictly prohibited for the scope of work pertaining to Structural Detailed Design and Project Management Services, which must be executed exclusively by the sole bidder. It is expressly clarified that sub-contracting of services is not allowed for a consortium. Joint venture will not be allowed to participate in this RFP. The date of incorporation of sole bidder/ lead consortium member should be at least 15 years prior to the Bid Due Date. Members of Consortium and sub-contractors should be incorporated at least 10 years prior to the Bid Due Date. The financial and technical criteria for the bidder are as follows:

Financial criteria:

The sole bidder/lead member of the consortium should have average turnover of more than INR 250 crores from professional/consultancy services only in the last three financial years (FY21-22, FY22-23, FY23-24).
The sole bidder/lead consortium member should have a positive profit over the last two financial years (FY22-23, FY23-24).
The sole bidder/lead consortium member should have positive net worth in the last financial year (FY23-24).
The Members of Consortium and sub-contractors should have the following minimum average turnover from professional/ consultancy services in last 3 financial years as per table below (for e.g. if the consortium member or the sub-contractor is assigned the task of providing architecture services, then it shall have the minimum average turnover from providing architecture services in last three financial years as per the table below):

Technical criteria:

The Bidder must have done at least one project of airport terminal having minimum new built-up area of 1,50,000 square meters in last 15 years and provided following services for this project:
1. Architecture
2. Interior Detailed Design
3. Structural Detailed Design
4. MEPF Detailed Design
5. Airport systems (IT, FIDS, Wi-Fi, etc.) Detailed Design
6. BHS Detailed Design
7. Cost consultancy
8. Project Management Services
The Bidder should have undertaken Master Planning for one airport project with more than 10 mppa capacity in the last 15 years.

4	Lead Structural Design	Postgraduate in Civil Engineering
		Minimum experience of 20 years
		Minimum relevant experience of 5 years in structural design and detailed engineering of airport terminal and airport pavement construction
		Experience of working on an airport terminal project with minimum area of 1,50,000 sq. m. and associated airside pavement construction works
5	Lead MEPF	Postgraduate in Mechanical/Electrical Engineering
		Minimum experience of 20 years
		Minimum relevant experience of 5 years in MEPF of airport terminal

		Minimum relevant experience of 10 years as Chief Project Coordinator in Project Management Consultancy services for airport terminal and airport pavement construction
		Experience of working on an airport terminal project with minimum area of 1,50,000 sq. m. and associated airside works

		Minimum experience of 20 years
		Minimum 8 years of inline BHS system with baggage sorting experience.
		Minimum 3 inline BHS system with baggage sorting implementation experience, out of which 2 implementation experience should be as project manager in an airport with passenger handling capacity of more than 10 mppa
11	Project Head – MEPF – Project Management Services	Graduate/ Post-Graduate in Mechanical/ Electrical Engineering

		Minimum relevant experience of 5 years as Project Head – MEPF in Project Management services for airport terminal construction

Tenders of only those companies who are deemed to be qualified after the scrutiny of their eligibility documents shall be evaluated. Cochin International Airport Ltd reserves the right to change the qualifying criteria at their discretion and to accept or reject any or all tenders without assigning any reason thereof. The tenders not accompanied by EMD shall be summarily rejected.
