The bidder should be a reputed Original Equipment Manufacturer (OEM) of Computed Tomography (CT) based X-Ray Baggage Inspection Systems (X-BIS) for Hold Baggage Screening or such OEM's subsidiary company OR an Authorized Indian representative of such OEM, who has an authorization certificate from the OEM to participate in the tender at CIAL.
(Documents to be submitted: Company Profile of bidder & OEM, and Consent certificate from OEM to participate in the subject tender if the bidder is an Authorized Indian representative of the OEM).

The OEM shall have TSA/ECAC certified Computed Tomography (CT) based X-BIS for Hold Baggage Screening.

The Bidder and OEM should comply with the Government of India Order No. 6/18/2019-PPD dated 23rd July 2020, issued by the Public Procurement Division, Department of Expenditure, Ministry of Finance. (https://doe.gov.in/files/procurement-policy-division/OM_dated_23_07_2020.pdf ).
(Documents to be submitted: bidder and OEM shall submit an undertaking with respect to compliance with the Government of India Order No. 6/18/2019-PPD dated 23rd July 2020 at the time of submission of the Technical bid. In case the above-mentioned order is applicable to the bidder or OEM, a valid registration certificate shall be submitted along with the Technical Bid.)

(a) The OEM of the offered CT based X-BIS should have a minimum annual turnover of Rs.140 Crores in any of the last 8 financial years.
and
(b) If the Bidder is either subsidiary company of such OEM OR an authorized Indian representative of such OEM, then the bidder also should have a minimum annual turnover of Rs.50 Crores in any of the last 8 financial years.
(Documents to be submitted: (i) Audited Financial Statements viz; Balance Sheet, Profit & Loss Account and Schedules annexed thereto of any of the last eight financial years 2017-18, 2018-19, 2019-20, 2020-21, 2021-22, 2022-23, 2023-24, 2024-25, meeting above criteria. All Audited Financial Statements must have Unique Document Identification Number (UDIN) affixed by Chartered Accountant; in case the audited Financial Statements do not have UDIN affixed, CA Certificate with UDIN certifying the Turnover of the Company needs to be attached. If any of the firms (i.e. bidder or OEM) is not based in India, then the audited financial documents submitted as per criteria mentioned above which are not having UDIN affixed must be authentic and verifiable)

The bidder should have its own service center in India to ensure smooth project implementation and onsite maintenance service for the quoted equipment.
(Document to be submitted: Certificate from the bidder stating that it has its own service center in India, mentioning the complete Address, contact number etc. along with Certificate of Incorporation, GST Registration certificate issued by GSTN authorities and PAN Card. If the bidder is OEM’s Authorized Indian representative, the bidder shall submit authorization letter from the OEM for the service center.
In case the bidder doesn’t have its own service center in India during bid submission, the bidder shall submit an undertaking that it shall establish its own service center in India within 6 months from the date of issue of the work order

Undertaking from the manufacturer (OEM) that the equipment quoted shall meet all the latest specifications and guidelines laid down by the Bureau of Civil Aviation Security (BCAS), Government of India for the quoted equipment.
(Documents to be submitted: Undertaking from OEM confirming that quoted equipments are fully compliant with all the latest specifications laid down by the Bureau of Civil Aviation Security (BCAS) as set out in BCAS Circular 11/2017 or any other relevant circular with up-to-date amendments available as on date prior to the procurement of the equipments.

The bidder should not have been blacklisted either by CIAL or any reputed organization.

Note:
- Not more than one tender shall be submitted by a contractor or a firm of contractors.
- No two or more concerns in which an individual is interested as proprietor and/or partner shall tender for the execution of the same works. If they do so all such tenders shall be liable to be rejected.
- CIAL reserves the right to obtain additional documents from the Bidder or clients of the bidder/ OEM of CT based X-BIS to assess the eligibility of the bidder or for the technical evaluation of the bid. CIAL also reserves the right to verify any of the bidder’s submitted details, with any of the bidder’s clients or clients of OEM of CT based X-BIS whose references have been provided to CIAL, to assess the eligibility of the bidder, at any stage of the Tender evaluation.
- CIAL reserves the right to request the submission of shortfall documents by the bidder during the bid evaluation.
