The Applicant shall be a firm having relevant and demonstrable experience in carrying out projects of similar nature and complexity, as detailed below:
• The Applicant must have successfully completed and/or have ongoing at least three (3) Solid Waste to Refuse Derived Fuel (RDF)/Energy and having technology for RDF to Energy (WtE) projects during the last seven (7) years, each with a minimum processing capacity of 5 TPD, similar in scope to the work defined in this Tender Document.
• Experience of at least one (1) project executed at an airport, large infrastructure facility, commercial complex, municipal corporation, or equivalent public infrastructure shall be preferred.

- Work order issued by the client (ending on 31/03/2025)
- List of executed projects of similar nature in the last 7 years ending on 31/03/2025
c) Satisfactory Work completion certificate from the competent authority of the customer, mentioning the following:
- Purchase Order number and date,
- Nature of work executed,
- Period of execution and work completion date,
- Value of contract.
- Service support
Details of the competent authority of the customer (contact Phone no., e-mail ID etc.) should be mentioned in the satisfactory work completion certificate.

That there is no pending, active, or previous legal action by/ against the Interested Party or any of its members that would, in CIAL’s sole judgment, prevent the Bidder from fulfilling their obligations as specified in this tender, prevent them or jeopardize their participation in the Bid Process.

The system and technology used for conversion of Solid Waste to RDF/ WtE shall be approved by various Agencies like the Ministry of Environment, Forest and Climate Change of India(MoEFCC), Central Pollution Control Board (CPCB), Kerala State Pollution Control Board (KSPCB), Factories and Boilers department (Government of Kerala) and other agencies applicable as per the existing laws in India for the establishment of a similar facility in India

a) The Bidder shall submit complete and detailed technical documentation covering the proposed technology and plant, including but not limited to:
- Detailed technical specifications of the technology deployed
- List of all equipment proposed for the plant, along with make, model, capacity, and specifications
- Basic layout plan of the 10 TPD plant, including process flow diagram
- Electrical single-line diagrams, control philosophy, and instrumentation details
- Any other drawings, calculations, manuals, or documents relevant to the design, installation, operation, and maintenance of the plant
b) The Bidder shall submit all relevant and applicable certifications, approvals, and compliance documents as required under prevailing Central and State Government regulations, CPCB / SPCB guidelines, MoEF&CC notifications, and any other statutory authority having jurisdiction.
c) In the event that additional certifications, approvals, or compliance requirements become applicable at any stage during the entire contract period, as per revised Government rules, statutory notifications, or regulatory directions, it shall be the sole responsibility of the Bidder to obtain and furnish the same to the Purchaser at no additional cost, and within the stipulated timelines prescribed by the concerned authority.
