COCHIN INTERNATIONAL AIRPORT LIMITED
TENDER NOTICE
The scope of this tender is to engage a qualified and experienced agency to carry out maintenance, repair, servicing, and operational support for vehicles, airport support equipment, and associated technical assets under the purview of the Technical Services Department at Cochin International Airport Limited (CIAL).
The selected agency shall ensure uninterrupted, efficient, and safe operation of all airport vehicles and associated machinery (listed in the tender) through the deployment of qualified skilled manpower and the execution of all works required for upkeep, preventive maintenance, and emergency repairs.
The agency shall be responsible for:
Deploying manpower for all works as specified in the tender conditions. Supplying both permanent and temporary additional manpower as and when required to cover the scope of work under this tender. Providing comprehensive support services, including but not limited to the following activities:
- Washing, cleaning, and housekeeping of vehicles, plant, and equipment.
- General labour and assistance works related to routine upkeep, maintenance, and handling of vehicles and equipment.
- Vehicle testing, inspection, and assistance for obtaining and renewing statutory approvals, permits, and certifications as applicable.
- Support in spare parts procurement, receipt, handling, storage, issue, and stock coordination, strictly as instructed and approved by CIAL.
- Store keeping and material movement through CIAL provided software.
- Wheel alignment, tyre rotation, tyre replacement, and tyre-changing activities for all categories of vehicles and equipment.
- Welding, fabrication, and allied works for vehicle bodies, equipment, frames, and minor structural repairs.
- Deployment of trained manpower for operation and support of specialised airport equipment such as Articulating Boom Lifts, Rubber Removal Machines, Runway Marking Machines, Moss Cleaning Machines, FOD Boss / Foreign Object Debris Sweepers, and similar equipment.
- Provision of unskilled manpower for labor-intensive and time-bound works as required by CIAL.
- Provision of qualified and authorized manpower for driving and operating vehicles within airside and operational areas of the airport.
- Painting, touch-up works, corrosion protection, and allied surface treatment activities for vehicles and equipment,

The agency shall ensure that all works are executed in compliance with manufacturer’s specifications, CIAL’s operational standards, and applicable regulatory and safety norms. The agency shall maintain adequate flexibility in manpower deployment to handle peak workload demands, emergency breakdowns, and special operational requirements as directed by CIAL from time to time.

PREQUALIFICATION CRITERIA
- The bidder must be a legally registered entity in India (Proprietorship, Partnership, LLP, Private Limited, or Public Limited Company). The bidder must hold valid PAN, GST registration, and other statutory registrations as applicable.
- The bidder should have successfully completed similar work during the last five FY years (FY 24-25, FY 23-24, FY 22-23, FY 21-22, FY 20-21) ending on the last date of submission of the tender.
For the purpose of qualification, the bidder shall satisfy any one of the following experience criteria:
a) One similar completed work having a monthly work value not less than Rs 12,80,000), or
b) Two similar completed works, each having a monthly work value not less than Rs 8,00,000 or
c) Three similar completed works, each having a monthly work value not less than Rs 6,40,000
Similar work shall mean Annual Maintenance Contract (AMC) or Service contract for maintenance of heavy motor vehicles and/or specialized vehicles using technically qualified manpower for Government Departments, Public Sector Undertakings (PSUs), Airports, Defence establishments, or reputed private organizations acceptable to CIAL.
The bidder shall submit documentary evidence in support of the above experience, such as:
- Work orders / Agreements
- Supporting documents to prove that the work value mentioned above has been achieved in single month during the contract period.
- Completion certificates or performance certificates issued by the client
- Details of the client organization including contact person, designation, and contact details for verification by CIAL.
CIAL reserves the right to verify the submitted credentials from the respective client organizations.
- The bidder must have a minimum annual turnover of INR 75 lakhs during any of the preceding last three financial years FY 24-25, FY23-24, FY 22-23 (audited financial statements to be provided).
- The bidder must have valid BCAS security clearance
Copy of Valid BCAS Security Clearance Certificate.
- The bidder must not have been blacklisted, debarred, or banned by any Government agency, PSU, or Airport authority in India.
A self-declaration must be submitted confirming that the bidder is not currently involved in any litigation or dispute that may affect their ability to perform the contract.
Note: -
- All pre-qualification criteria should be met by the original bidder itself and not through any partner, joint venture, principal, subsidiary etc.
- Not more than one tender shall be submitted by a Contractor or by firm of Contractors.
- No two or more concerns in which an individual is interested as proprietor and/or partner shall tender for the execution of the same works. If they do so all such tenders shall be liable to be rejected.
- CIAL reserves the right to obtain additional documents from the Bidder or clients of the bidder to assess the eligibility of the bidder or for the technical evaluation of bid. CIAL also reserves the right to verify any of the bidder’s submitted details, with any of the bidder’s clients whose references have been provided to CIAL, to assess the eligibility of the bidder, at any stage of the Tender evaluation.
- CIAL reserves the right to request for short fall documents to be submitted by the bidder during the bid evaluation.
- The responsibility for resolving any disputes shall rest with the original bidder itself.
