  1. Introduction
    1. Cochin International Airport Limited (CIAL) is one of the most successful infrastructure ventures in the Civil Aviation History of India.  In the Civil Aviation Infrastructure domain, CIAL is the first Greenfield Airport in India to be designed on a Public Private Partnership (PPP) model. Cochin International Airport has the 4th largest International and 9th largest Domestic passenger traffic in India.

 

    1. CIAL intends to tender out bare space for operating One SPA in the Domestic departure security hold area of CIAL.

 

    1. The Successful bidder has to operate the service during Airport operational hours.
  1. Licence
    1. The Licensee shall use the Location for the sole purpose of setting up, operating, maintaining and managing a SPA which should include facilities like Waxing, foot reflexology, Facials, Manicure & pedicure and other body treatments & services in accordance with the provisions of the Agreement, during the license Term.

 

    1. The area allotted for operating a SPA will be approximately 56 sqm. The location will be inside the Domestic Terminal Security Hold Area (Opposite to gate No: 4).

 

    1.  The Licence for operating a SPA will be for a period of 4 years.

 

    1. The revenue share percentage fixed by CIAL is 25% subject to a minimum guaranteed monthly licence fee.

 

    1. The licence will be allotted to the bidder who quotes the maximum guaranteed monthly licence fee to CIAL, subject to a minimum of Rs 5,00,000/- per month. The bidder shall bid for an amount equal to or higher than Rs 5,00,000/- in the financial bid.

 

    1. The successful bidder shall pay CIAL either the minimum guaranteed monthly licence fee quoted by the bidder in his bid form or 25% of the actual monthly turnover, whichever is higher, every month.

 

    1. GST has to be paid extra on Licencee fee payable.

 

    1. An escalation of 10% will be applicable on the minimum guaranteed monthly licence fee quoted for each subsequent year of operation.

 

    1. The successful bidder shall deposit with CIAL a refundable Interest free security deposit (IFSD) equivalent to 10 months minimum guaranteed monthly licence fee offered by the bidder in his bid form. Out of the total deposit Rs. 10 lakhs has to be submitted in the form of Demand draft and balance in the form  of bank Guarantee (in CIAL’s format).  CIAL shall have the right to deduct from the IFSD for any amount due from the licensee.

 

  1. Tender Process
    1. The Tender document will be issued on payment of Rs 2360/-(non refundable) by bank transfer/ demand draft favoring Cochin International Airport Ltd, Payable at Ernakulam on any working day between 9.30 hours to 16.00 hours (IST) up to 3rd August 2026 from the commercial department of Cochin International Airport Ltd. A soft copy of the tender document will be forwarded upon receipt of the prescribed tender fee

 

        The bidder can be a proprietary concern, Partnership firm or a Company. 

    1. Tender may be submitted by the Bidder, provided the Bidder has:

 

Turnover of not less than INR 2 Crore, in any one of the last Five years.

AND

Either Operating in Any Airport

or

Bonafide business experience of not less than 2 year in the last 5 years, in operating a SPA at any of the malls or in 4/5 star hotels/ High Streets or other establishments.

 

 The criteria set forth in clause 3.2 shall be referred to as Eligibility Criteria.

 

    1. The tender shall be basically a two bid system comprising the following:
  1. The Technical bid in the form and manner as set out under Annexure I 
  2. The Financial bid in the form and manner as set out under Annexure II
  3. Letter of Undertaking  & Unconditional acceptance letter to be submitted in the format set out under Annexure III
    1. The Technical bid should consist of the following information in the form and manner as set out under (documents to prove eligibility)
      1.   General Information regarding the Bidder  including operational experience
      2.  Brief Profile of the bidder – Annexure 1
      3.   Copy of Certificate of Incorporation/Partnership deed if any
      4.  Audited P & L and balance sheet for the last 5 financial years.
      5.   Copy of PAN and GST Registration
      6.   All pages of this tender document duly signed & sealed
      7.   Letter of Undertaking  & Unconditional Acceptance letter – Annexure III
      8.   EMD of Rs 2 Lakhs as bid security
      9.  Experience certificate from malls or  4/5 star hotels/others confirming 1 years’ experience
      10. Tender document fee if any

             Only Financial Bids of the technically qualified parties will be opened

    1. The Tender must be submitted to CIAL in accordance with this document and addressed to The Managing Director, Cochin International Airport Limited, Kochi Airport PO, Ernakulam, Kerala State, not later than 1500 hours IST of 4th August 2026 (the Bid Close Time as set out under the Tender Process). The tender document shall be duly signed and stamped. All amounts shall be clearly shown in figures and words. All pages, which form part of the tender document, shall be initialed and bear the seal & stamp of the Bidder.
