TENDER FOR SHORT TERM - CAR PARK MANAGEMENT AT COCHIN INTERNATIONAL AIRPORT

1          INTRODUCTION

1.1     Tenders are invited on behalf of Cochin International Airport Limited (CIAL) for the license for management of car park in front of the International Terminal, Domestic Terminal, Domestic Cargo terminal and International Cargo (Import only) at Cochin International Airport Nedumbassery, Ernakulum District, Kerala for a period of 4 months from 1^st April 2023 extendable up to 2 months on CIAL’s discretion.

1.2     The car park area in front of the terminals is capable of holding around 2000 cars at one time. CIAL wishes to entrust the contract for car parking management to a professionally run organisation that will provide efficient and customer friendly service to both passengers and visitors to the airport.

 

1.3     Management of Car parking at CIAL includes proper maintenance of the car parking area and the cabins also. The successful bidder has to deploy at least one manpower per shift to clean the garbage / rubbish created and dropped by visiting passengers inside the car parking area which starts from the covered canopy area. The garbage collected from these areas has to be deposited in the garbage collection yard available at the airport. The successful bidder has to ensure that the car parking area is kept neat at any given point of time. Any deviation in keeping the area clean, may attract penalty up to Rs 1000/- per instance.

 

1.4     The reserved Minimum monthly license fee fixed by CIAL is Rs.85,00,000/- (Rupees Eighty five  Lakhs only). The bidders need to quote an amount above or equivalent to this reserved Minimum license fee to qualify for the bid.

 

1.5     License will be allotted to the bidder who quotes the maximum license fee per month payable to CIAL. GST and TCS shall be levied over and above the license fee quoted.

 

1.6     The successful bidder will deposit with CIAL an Interest free security deposit equal to 2 months license fee as quoted in their bid form. The interest free deposit needs to be remitted in the form of a demand draft/bank transfer. The Interest Free Security deposit should be deposited with CIAL within 20 days of the letter of award, and would remain with CIAL for the whole tenure of the license. The Interest Free Security deposit shall be refunded/returned without interest, on expiry / sooner termination of the licence as the case may be, and after deducting any amounts /dues payable to CIAL.

1.7     To participate in the tender process the bidder should meet the following eligibility criteria:

Experience of one year in any of the last 5 years in management of car parking at Airports/Class “A+/A” Railway stations/ Highway toll booths/malls with at least 100 parking slots

OR

Any other car park management service with an annual contract value of Rs 25 lakhs or more from a single contract.

1.8    Only Bidders satisfying the above eligibility criteria will be eligible to participate in the tender and will be considered for allotment of the license for car park management.   All tenders without eligibility will be rejected.

1.9     The successful bidder may use available infrastructure including kiosks, boom barriers etc. on an as is where is basis. No other hardware will be provided by CIAL. The successful bidder shall provide the systems for issue of tokens and billing. CIAL reserves the right to incorporate technological changes to the Car parking system with the concurrence of the Successful bidder. Any damage during the operation by the successful bidder has to be rectified/maintained by the successful bidder at their cost. All the equipment handed over to the successful bidder has to be given back in proper, good working condition. Any damage to the equipment/ machinery supplied will attract deduction from the security deposit. Maintenance of all equipment including booms during the contract period will be the responsibility of the successful bidder at their cost.
