TENDER FOR SELECTION OF SECOND & THIRD GHA AT CIAL.

CIAL invites tender from reputed Ground Handling agencies for participation in the “Tender for appointment of Second and Third Ground Handling Agencies for providing Third Party Ground Handling services at Cochin International Airport”.

1.       ELIGIBILITY CONDITIONS

1.1       The bidder to be eligible to participate in the tender shall satisfy the following conditions and should also comply with the conflict-of-interest clause mentioned 1.2 of this document.

  1. The bidder may be a single entity (which may be private entity, government-owned entity incorporated under the Indian Companies Act, 1956/2013 or applicable laws of foreign countries or a Partnership Firm under the Indian Partnership Act, 1932 or an LLP or a JV company). Proprietorship entities are not permitted.
  2. The bidder should be a bona-fide Ground Handling entity with Security Clearance for GH operations from BCAS.
  3. The bidder should have a minimum of 5-year experience in Ground Handling (Ramp & Passenger Handling) of aircrafts during the last 7 years. Outsourced manpower activities or equipment lease shall not be considered as eligibility qualification.
  4. The bidder should have carried out Ground Handling services in at least one international airport with 7.5 million annual pax movement or three (3) Airports each with at least 3.5 million annual pax movement. This experience should be at Airports in India. For avoidance of doubt, the airport should have the said passenger capacity during any one year in the past 5 Financial Years.
  5. The bidder should have directly signed SGHA with at least 4 scheduled airlines in the past 7 years. Out of the 4 client airlines, at least 1 airline should have international operations for which entire GH services are provided by the bidder agency. For avoidance of doubt, this experience can be in any international airport in India.
  6. Out of the 4 client scheduled airlines, at least 1 airline should have wide-body operations. Proof of wide-body handling from the airline must be submitted separately. For avoidance of doubt, the wide-body handling shall be for a scheduled airline.
  7. The bidder shall comply with the MoCA guidelines   No. AV-24011/10/2021 dated 27th October 2022, attached as Annexure – 10 (in the tender document), pertaining to standardization of ground handling equipment at Airport having passenger movement more than 3.5 million passengers per annum.
  8. The bidder must have a minimum annual ground handling turnover of Rs. 50 crores during any one of the last 5 financial years.

1.2       The bidder shall not have a conflict of interest to participate in this tender process. A bidder is deemed to have a conflict of interest affecting the bidding process if,

  1. The bidder is a GHA providing self-handling services to airlines as defined in NCAP 2016. Such Bidders shall not be eligible to participate in this tender.
  2. The Bidder is a scheduled or/and non-scheduled air carrier or any entity in which a scheduled air carrier or a non-scheduled carrier or its promoter(s) directly or indirectly holds any interest or is otherwise an Associate of a scheduled air carrier.
  3. A constituent of a bidder is also a constituent of another bidder.

1.3       The details of the document to be submitted as proof of eligibility are mentioned in the tender document.

2.       TENTURE OF LICENSE

2.1       The Period of the GH Concession granted to the GHA for providing third party handling at Cochin International Airport is for a period of 5 years (60 months), extendable by another 2 (24 months) years subject to tender conditions.

3.       SALE OF TENDER DOCUMENT

3.1     The Interested bidder shall initially purchase the tender document from CIAL by payment of Rs. 30,000 (Rupees Thirty Thousand only) plus GST by bank transfer/demand draft or by online transfer favoring Cochin International Airport Ltd, payable at Ernakulam between 0930 hours to 1630 hours (IST) on all working days from the commercial department of Cochin International Airport Ltd.

3.2     Interested bidders may visit CIAL to have a better understanding of the project and for any clarification on the technical and operational requirements. Appointment for the site visit may be pre-coordinated with the Office of the General Manager (Commercial), CIAL.

4.       FINANCIAL BID

4.1       The Bidders need to quote Revenue Share Percentage, for scheduled commercial international flight, that they can offer to CIAL for the first year of the concession. The revenue share percentage for scheduled commercial domestic flights is a fixed revenue share percentage.

4.2     For revenue share computation either (i) the actual GH rate levied by the GHA or (ii) the determinable rate for ground handling revenue share calculation (as mentioned in the tender document) whichever is higher will be taken.

4.3     The revenue share percentage quote by the successful bidder shall remain unchanged for the initial period of five years. The revenue share percentage payable to CIAL for the 6th and 7th year of the concession shall be subject to an escalation of two percentage points over the revenue share percentage of the previous five years. For example, if the successful bidder has quoted 35%, then the percentage applicable for the last two years shall be 37%.

5.       EMD

5.1     Bidders are required to deposit, along with its Bid, an EMD (Earnest Money Deposit) of Rs. 50,00,000/- (Rupees Fifty Lakhs only) as Bid Security. The EMD submitted shall be refunded to the unsuccessful bidders.

6.       SELECTION PROCESS

6.1     Selection of the successful bidder/bidders through a competitive financial Bidding process. The eligible bidder who offers the highest revenue share percentage to CIAL, as detailed in clause 4.1, would be the successful bidder (2nd GHA agency).

6.2     Selection of second bidder shall be through a bid matching process. The 2nd highest bidder shall be given the option to match the revenue share percentage offered by the highest bidder, so as to be eligible to be chosen as the 3rd GHA.
