CIAL intends to tender Baggage wrapping service inside International and Domestic Terminals, and operation of entry tickets counters at T3, all under one single license.
Scope : To set up, Operate and Manage Automated Baggage wrapping machines in the International & Domestic Departure Check in area and operate and manage sale of Entry tickets to the Viewers gallery and International Terminal visitor’s area.
Location : Baggage wrapping machines 3 nos in T3 & 2 nos in T1
: Entry Ticket Counters: One in departure and One in Arrival as approved by CIAL.
Area : 3 Sqm at each location.
Machinery : With a view to ensuring that the service to passengers is provided without delay, CIAL shall provide Five baggage wrapping machines to the successful bidder for commencing the Licence immediately. The upkeep of the machines and cost of wrapping material and other consumables, spares etc shall be the responsibility and at the cost of the successful bidder. After the successful completion of the contract or its earlier termination, the five machines will be handed over to the successful bidder. The successful bidder shall procure additional machines at their cost as per requirement.
CIAL has installed 3 nos Entry Ticket automatic vending machines at T3 for issue of Entry Tickets without manual intervention. The Licensee is free to use these vending machines on an as is where is basis. The maintenance of these machines will be borne by the successful bidder. The machines shall be handed back to CIAL after the completion of the contract period.
Period of License : 3 Years extendable by 2 years subject to the Licensee paying monthly dues to CIAL within the due date for every month.
Baggage wrapping charge : Maximum of Rs 400/- per Bag including GST. The Licensee is free to charge less with the concurrence of CIAL.
Entry Ticket Charges : Rates may be fixed similar to other Indian Airports in concurrence with CIAL
Eligibility Criteria : Tender may be submitted by the Bidder, provided the bidder has:
(a) Turnover of not less than INR 3 crores in any one of the last 5 years from Baggage wrapping and entry ticket services.
(b) Bonafide business experience of not less than 2 years in operating such wrapping machine at any of the airports and 1 year experience in Entry ticket management of any airport in India
Minimum Guaranteed
Monthly license fee : CIAL has fixed the minimum bid amount for monthly license fee at Rs.65 lakhs per month. The bidder shall bid for an amount higher than the above amount in the financial bid. The bidders shall quote above this.
Escalation : The minimum guaranteed monthly license fee quoted by the bidder shall be subject to an annual compounded escalation of 5% for every subsequent year of operation.
Security deposit : 6 months minimum guaranteed monthly license fee offered by the licensee as Interest fee security deposit out of which Rs 50 lakhs in the form of Demand draft and balance in the form of Bank Guarantee.
Allotment Criteria : License will be allotted to the bidder who offers the highest minimum guaranteed monthly license fee to CIAL for year 1.
