Sealed tenders are invited on behalf of Cochin International Airport Ltd (CIAL) for the Design, Installation, Testing and Commissioning of BA Gallery at Cochin International Airport from leading Original Equipment Manufacturers (‘OEMs’) or authorized dealers.

Period of Completion: 10 Months
Pre-Qualification Criteria
- The tenderer should have a minimum of 05 years of experience in Installation, Testing, and Commissioning of BA Gallery or similar projects. Single completion certificate from the end user shall be produced.
Details from Original equipment manufacturer shall be submitted.
- The tenderer should have supplied and installed at least 01 no. BA training Gallery worth at least Rs. 1 crore in total to any international airport or a government agency or international customer in the immediate last 7 years from July 2024.
Year-wise details of the Work with Name and address of clients and the certificate of satisfactory performance (for more than one-year use) from the end user (With Name, contact address and Email), shall be submitted as given below.

- The Annual turnover of the tenderer shall be of Rs. 5 Crores or more in any one of the last 3 financial years (FY 2021-22, 2022-23, 2023-24).
The audited balance sheet showing the turnover and profit & loss account of the firm for the preceding three years shall be produced as proof of the financial performance of the contractor. Also, a duly signed statement from a Chartered Accountant with Unique Document Identification Number (UDIN) shall be obtained, certifying turnover of the Tenderer for the last 03 years shall be submitted by Indian tenderer.
The self-certified audited statement of Profit & loss account & issued for the last 03 years onwards shall be submitted by foreign tenderers.
- The tenderer should not have been blacklisted either by CIAL or any of the reputed organizations. Self-certification for the same shall be produced.
- The tenderer shall provide a satisfactory report from CIAL if they have previously supplied goods or items to CIAL. The report should include details of the previous supply, including the nature of the goods/items, quantity supplied, delivery dates, and any relevant performance information.
- If a dealer is participating in the tender, it is mandatory to provide an undertaking form from the original equipment manufacturer as confirmation of their affiliation. The tenderer must hold the status of an authorized dealer for a respected and established original equipment manufacturer (OEM), which meets the stipulated experience criteria.
The responsibility for resolving any disputes shall rest with either the parent organization or the Original Equipment Manufacturer/ Authorized dealer.
Note: -
- All pre-qualification criteria should be met by the original bidder and not through any partner, joint venture, principal, subsidiary etc.
- Not more than one tender shall be submitted by a Contractor or by a firm of Contractors.
- No two or more concerns in which an individual is interested as proprietor and/or partner shall tender for the execution of the same work. If they do so, all such tenders shall be liable to be rejected.

Scope and Technical Overview of BA Gallery
The primary purpose of the BA Training Gallery is to enhance the skills of Breathing Apparatus users by simulating mentally and physically stressful scenarios. This facility is specifically designed in a container to train individuals in various aspects, including Orientation, communication, casualty rescue, industrial rescue, and reaction time improvement using senses other than sight. By replicating real-life conditions, the training gallery enables SCBA users to carry out tasks under challenging circumstances. Utilizing a modular construction approach, training galleries offer a range of variable Orientation routes with strategically placed obstacles to achieve the desired training objectives for SCBA users.
The BA gallery helps familiarize the Trainee with the use of breathing apparatus while being exposed to:

- Total smoke obstruction
- Heated atmosphere
- Industrial sound
- Light effects
- Combination of above
- Different types of obstructions and confined spaces
The tasks are made more complicated by incorporating distracting effects such as darkness, smoke, and noise. Safe and effective use of self-contained breathing apparatus (SCBA) requires more from the user than a basic familiarization of how the SCBA works and how to don and don off the apparatus. In addition to the basic familiarization, SCBA user training must:
- Physically stress the Trainee
- Mentally stress the Trainee
- Provide areas of restricted movement
- Let the user practice work skills
- Be safe and controlled
DESIGN ASPECTS
The training gallery is designed to be enclosed in container with an efficient arrangement of components in the limited space available, while maintaining a system that meets the training objectives identified above. Additionally, areas for the classroom and Control Room compartment are included. The safety of the Trainees is ensured by having access to the Maze panels for evacuation in the case of a Trainee experiencing difficulties. The main components of the training gallery are:

Tender forms shall be issued to those agencies which are found eligible after the scrutiny of their application and receipt of tender fee. CIAL reserves the right to change the qualifying criteria at their discretion and to accept or reject the tenders without assigning any reason thereof. The tenders which are not accompanied by the EMD shall be summarily rejected.
