Sealed item rate E-tenders are invited from the original equipment manufacturer of Grass cut and collect tractor or their authorized dealers on behalf of Cochin International Airport Ltd (CIAL) for the Supply, Testing, Commissioning and handing over of 03 Nos Grass Cut and Collect Tractor Machines at Cochin International Airport Limited.
Name of work: Supply, Testing, Commissioning and Handing over of 03 Nos Grass cut and Collect Tractor Machines Cochin International Airport Limited.
Estimated Cost: Rs 250 Lakhs. (approximately)
Period of Completion: 05 months.
Pre-Qualification Criteria
- The Tenderer should successfully deliver 03 similar machine into any reputed organization worldwide in India and /or abroad in the immediate last seven years from Jan 2024. The tenderer should deliver Tractor from a Reputed manufacturer (Approved makes: New Holland / John Deere/ Mahindra) with Authorized Service & spare parts available in India.
Documents to be submitted: Satisfactory Completion Certificate from end user with official Mail ID, Address, Contact Number/ Reference list From OEM in the given specific format shall be Submitted.

- The tenderer should have an annual turnover of Minimum Rs. 5 Crore, in any of the last three preceding years ending on 31/03/2024.
Documents to be submitted: Audited financial statements for the last 03 years should be produced.
- The bidder should not have been blacklisted either by the CIAL or any of the reputed organizations. Documents to be submitted: Self-certification for the same shall be produced.
- The tenderer shall provide a satisfactory report from CIAL if they have previously supplied goods or items to CIAL.
Document to be submitted: Report with details of the previous supply, including the nature of the goods/items, quantity supplied, delivery dates, and any relevant performance information certified by Engineer in charge, CIAL.
- If a dealer is participating in the tender, it is mandatory to provide an undertaking form from the original equipment manufacturer as confirmation of their affiliation. The tenderer must hold the status of an authorized dealer for a respected and established original equipment manufacturer (OEM).
Document to be submitted: Undertaking from OEM authorizing the dealer to participate in the tender process.
- The Bidder should comply with the Government of India Order No. 6/18/2019-PPD dated 23rd July 2020 issued by the Public Procurement Division, Department of Expenditure, Ministry of Finance.

(Documents to be submitted: bidder shall submit an undertaking with respect to compliance to the Government of India Order No. 6/18/2019-PPD dated 23rd July 2020 at the time of submission of bid. In case the above-mentioned order is applicable to the bidder, valid registration certificate shall be submitted along with the Technical Bid.)
Note: -
- All pre-qualification criteria should be met by the Original Equipment Manufacturer (OEM) of the Grass Cut and Collect Unit /Authorised dealer itself thereof and not through any partner, joint venture, principal, subsidiary etc.
- Only approved makes of Tractors are allowed (John Deere/New Holland/Mahindra)
- Not more than one tender shall be submitted by a Contractor or by firm of Contractors.
- No two or more concerns in which an individual is interested as proprietor and/or partner shall tender for the execution of the same work. If they do so, all such tenders shall be liable to be rejected.
- CIAL reserves the right to obtain additional documents from the Bidder or clients of the bidder to assess the eligibility of the bidder or for the technical evaluation of bid. CIAL also reserves the right to verify any of the bidder’s submitted details, with any of the bidder’s clients whose references have been provided to CIAL, to assess the eligibility of the bidder, at any stage of the Tender evaluation.
- CIAL reserves the right to request for short fall documents to be submitted by the bidder during the bid evaluation.
- The responsibility for resolving any disputes shall rest with either the parent organization or the Original Equipment Manufacturer
