NOTICE INVITING EXPRESSION OF INTEREST (EoI)

- INTRODUCTION:
Expression of Interest (EoI) is invited from reputed agencies for the AMC of Vehicles and Equipment at Cochin International Airport Limited (CIAL). The scope of work includes providing Annual Maintenance Contract (AMC) services for vehicles and specialized equipment at Cochin International Airport Limited (CIAL).
The selected agency will be responsible for preventive, routine, and breakdown maintenance, deploying skilled technicians and trained operators, and ensuring optimal readiness and reliability of all assets. CIAL will provide required tools, workshop infrastructure, and coordination support, while procurement of spare parts will be handled separately.

- OBJECTIVES:

- To finalise the requirements, scope, for the planned tender by CIAL for Annual Maintenance Contract (AMC) of Vehicles and Equipment at Cochin International Airport Limited (CIAL).

- Based on the outcome of this EoI, CIAL plans to conduct the AMC award process transparently through competitive bidding.

- BENEFIT TO THE RESPONDENTS:
- Enables prospective bidders to gain a clear understanding of the requirements, facilitating effective participation in the subsequent tender.
- Provides an opportunity to contribute to shaping the requirements and to comprehend the precise needs and scope of work at CIAL.

- LAST DATE FOR SUBMISSION:
Interested firms/organisations who have experience and capability to meet the requirements are requested to submit the documents and other details mentioned below on or before 17.00 hrs on 09.01.2026. Details submitted after 17.00 hrs on 09.01.2026 will not be considered as part of the response to this EoI.

- DOCUMENTS TO BE SUBMITTED BY THE RESPONDENTS:
- Covering letter as per Annexure-2 (duly filled and signed)
- Experience and track record: The document must show the list of similar AMCs executed in the past five years, preferably with airports, transport companies, or other organizations. Client reference with contact details must be present for verification.
- Technical capability: Details of the technical team, including the number of skilled technicians and trained operators proposed for deployment, along with their qualifications, certifications, and relevant training records.
- Proposed suggestions or improvements to draft the requirements for the contract.
- Any additional details required for the successful execution of the project.
Note:
- The list of vehicles to be covered under the AMC is provided in Annexure-1.
- The list provided in Annexure–I is indicative and subject to change. Final additions or deletions, if any, will be provided at the time of tender.

- INSTRUCTIONS TO RESPONDENTS:
- This current document is an Expression of Interest (EoI) published by CIAL to solicit and examine the response of the firms/companies/entities that are capable of executing the works and services as per the details mentioned in this document before CIAL finalises the requirements for the works and services and associated conditions before the invitation of the bids. The current document, therefore, explores the responses of the prospective respondents.
- The timelines and the list of vehicles and equipment mentioned in this document are subject to change and shall be firmed up while the requirements and commercial bids are called for by CIAL at a later date.
- Final requirements and conditions of the contract shall be made after going through the responses and comments of the respondents in response to this document. Invitation for Bids shall be called for after the requirements are finalised by CIAL.
- Some of the operational conditions of the contract are briefly mentioned in this document for guidance of the respondents. These are subject to changed based on the examination of the response received and in line with CIAL’s standard conditions of contract.
- However, please note that CIAL’s decision will be final when addressing the issues raised by respondents in response to this document.
- CIAL may change any or all of the terms and conditions and/or technical, commercial, or operating requirements in their final document from those specified in the current EoI. The revised set of conditions and specifications shall then be part of the final Invitation for Bids document, which will be published at the time of calling for bids.
- CIAL invites a response to this EoI and preliminary proposals from such firms/entities specifying the requirements as per, but not limited to, the points mentioned in this EoI document.
- CIAL may conduct a presentation to detail the scope and requirements of the AMC, which may be carried out either physically or virtually.
