Eligibility Criteria for participation in the tender:

To be Eligible to participate in this tender, the bidder should meet the following criteria:

  1. The bidder shall be a manufacturer (OEM) of airport passenger baggage trolleys, or their authorized Indian representative/supplier. The bidder shall have an office in India.
  2. The Manufacturer (ie, the OEM/ Brand) of the trolleys shall have experience of minimum 5 years in manufacturing airport passenger baggage trolleys.
  3. If the bidder is an authorized Indian representative/ supplier of the Manufacturer (OEM), they shall have minimum 2 years’ experience in supply of airport passenger baggage trolleys. In this case, experience of the manufacturer as indicated in (b) above, must also be satisfied.
  4. The bidder should have a minimum turnover of Rs 20 Crores in any one of the last three financial years (FY22-23, FY23-24, FY24-25). The net worth of the Bidder firm should not be negative.
  5. The bidder must have successfully completed the supply of Airport Passenger Baggage Trolleys during the last five years by fulfilling any one of the following: (i): one completed supply order of value not less than Rs. 6.6 Crores, (OR) (ii): two completed supply orders each of value not less than Rs. 4.9 Crores, (OR) (iii): three completed supply orders each of value not less than Rs. 3.3 Crores. In case the bidder is a supplier (not the OEM), supply orders of the Original Equipment Manufacturer (OEM) shall also be considered for meeting the above eligibility criteria, subject to the condition that at least 50% or more of the number of qualifying orders shall have been executed by the bidder itself. For avoidance of doubt, in such cases, the supplier shall have independently executed either: at least one completed supply order of value not less than Rs 4.90 Crore, or at least two completed supply orders, each of value not less than Rs 3.30 Crore in the mentioned period.
  6. The bidder should have supplied airport baggage trolleys to at least one airport, handling more than 3 million passengers per annum.
  7. The bidder/OEM shall have ISO 9001:2015 certification
  8. The bidder shall not currently be blacklisted by any of the Indian airports, PSUs and Govt Institutions in India.
  9. The bidder shall have in-house capability or a valid tie-up with an established technology service provider for providing necessary hardware and software for implementing trolley  inventory management / trolley maintenance logging/ trolley tracking system.

The above criteria shall be referred to as the Eligibility Criteria. Tenderer must provide documentary evidence including certificates of successful commissioning with the technical bid to support the above details.
